This is why all these new rules and regulations are stupid and ineffective. The people enforcing them are a.) not allowed, b.) too stupid, to use their own discretion. If you try to set up rigid rules for every situation you're going to end up with dumb shit like this. If you allow for flexibility mistakes will happen. On the other hand, mistakes happen even with stupid rules, hmmmm.
